SOVEREIGN MEMORY WITH ACCOUNTABILITY
Formal records are the governance layer. Not bureaucracy — sovereign memory with accountability.

Every record is a Menondo ROM entry. Menondo = the fleet's ROM (read-only memory once sealed). ROM entries cannot be deleted. They can be superseded but not erased. This is what makes decisions sovereign: they leave a trace that persists through system restarts, crew changes, and version upgrades.

Without records: decisions happen in chat, get forgotten, get repeated. Debt accumulates silently. With records: decisions are auditable, lineage-tracked, PEMCLAU-ingested, and crew-searchable.

Governance decisions with formal verdicts. Status: OPEN / SEALED / REJECTED.

HOW TO FILE A NEW RECORD
STEP-BY-STEP PROTOCOL
Step 1: Identify the situation. Is this a decision that affects multiple systems, security, or sovereignty? → ARB1.
Step 2: Choose the record type. Use the decision tree. If unsure: LABR is the default for architectural discoveries. ARB1 for governance. TRB for technical review.
Step 3: Create the file. In arch/ directory. Name format: TYPE-SUBJECT-NNN.md (e.g., LABR-PEMCLAU-BRIDGE-001.md).
Step 4: Fill the structure. Use the field schema for the record type. Do not leave fields blank — use "TBD" for in-progress fields.
Step 5: Gather evidence. Run the technical analysis. Get crew review. For ARB1: CLO bench review required.
Step 6: File the verdict. Seal the record with status: SEALED. Unsealed records are drafts, not sovereign decisions.
Step 7: Update lineage. Link superseded records. Update MDSMS lane. Flag for PEMCLAU ingestion.

Remember: records are Menondo ROM. Once sealed, they are part of fleet history.
